EU officially caps roaming charges across Europe, makes data 36 percent cheaper and teases further cuts

Starting today, anyone hopping between EU member countries with their smartphone will see roaming charge caps substantially cut across networks and services. As promised by the EU Commission's VP Neelie Kroes last week, new price caps will drop call charges by "at least 17 percent," while receiving calls are reduced by 12 percent per minute starting today. Text message costs are down 11 percent, while (perhaps most importantly) data charges across networks in Europe have been cut by 36 percent, down to 45 Euro cents per MB -- 91 percent cheaper than they were in 2007.

The commission says it has managed achieve price reductions of over 80 percent across mobile services in the last six years, but it isn't done there. Further price caps are promised for the same time next year too, as you can see after the break, with roaming data charges set to be further halved (down to 20 cents) by July 2014, with voice calls and text charges also seeing further, admittedly less substantial, reductions. Now, let's see how the EU fares on those ridding the old country of throttled data speeds.

From 1 July 2013, the European Union's Roaming Regulation will lower the price caps for data downloads by 36%, making it much cheaper to use maps, watch videos, check emails and update social networks while travelling across the EU. Data roaming will now be up to 91% cheaper in 2013 compared to 2007. During this period the volume of the data roaming market has grown 630%. These two trends mean both consumers and mobile operators have significant new opportunities thanks to EU efforts.

The EU has achieved retail price reductions across calls, SMS and data of over 80% since 2007.

Each year, Europeans make several million visits to Croatia, which joins the EU on 1 July. This year visitors to Croatia will enjoy spectacular savings as the cost for data decreases almost 15 times and sending a SMS or making a phone call elsewhere in the EU will be 10 times cheaper.

Commission Vice President Neelie Kroes said: "The EU has to be relevant to people's lives. The latest price cuts put more money in your pocket for summer, and are a critical step towards getting rid of these premiums once and for all. This is good for both consumers and companies, because it takes fear out of the market, and it grows the market.

The new prices caps, which enter into force on 1st July 2013, are:

Downloading data or browsing the Internet - 45 cents / Megabyte (MB) (charged per Kilobyte used) + VAT. (36% reduction compared to 2012)
Making calls - 24 cents / minute + VAT (17% reduction compared to 2012)
Receiving a call - 7 cents / minute + VAT (12.5% reduction compared to 2012)
Sending a text message - 8 cents + VAT (11% reduction compared to 2012)
Operators are free to offer cheaper rates, and some have already begun to remove roaming premiums altogether for voice and SMS, or offer a roaming-free area region across one section of Europe or another.

As teased by Microsoft last week, you can now get your Xbox Music fix on a browser (and non-MS hardware) starting today. The service has now gone live over at music.xbox.com, offering up a music interface similar to its recent Windows 8 app refresh. It's also curiously able to play music across multiple devices at the same time -- something that streaming rival Spotify doesn't allow. The player itself adjusts to the size of your browser window, like this site, while your playlists can be edited and then synced with your Windows phone, Windows and Xbox 360. At the moment, the web version is for subscribers only. Not sure if it's the music service for you? Don't worry, Xbox Music has kept the 30-day trial it's offered since it first launched on Microsoft's game console. Sample it for yourself at the source link below.

Disney on Demand launches on Amazon's Lovefilm today, adds more titles

DISNEY MOVIES ON DEMAND ARRIVES ON AMAZON'S LOVEFiLM

LOVEFiLM, an Amazon company, has today announced the launch of Disney Movies on Demand on LOVEFiLM Instant, bringing hours of entertainment and the world's most-loved Disney titles to the streaming service.

Mojang's Scrolls launches in open beta today, $20 gets you access

Mojang's best known for the indie blockbuster Minecraft, but today heralds the launch of the open beta for its new game, Scrolls. It's been a long time coming, and the title itself was the focus of a courtroom squabble, as much as Notch would've liked to hash out the early roadblock in a rocket-filled arena. While it's admittedly not "feature complete," you can test your card-battling skills in casual and ranked online match-ups. The card trading forum is up and running, as is the in-game store for bolstering your deck using gold earned through triumph, and "shards" purchased with real dough. You can tweak your deck using the builder, and 25 trials are available off the bat to school you in strategy. Access to the open beta will cost you $20, £13 or 15 euros, but really, you're buying the full game early, as all future updates will be free to beta adopters. The purchase page isn't live just yet, but it'll be available to download for PC and Mac at some point today. Hit the source link to brush up on the mechanics if you can't wait to attack the trials, or check out the trailer below for a quick fix.

Facebook Home Starts Rolling Out Internationally Today

Facebook Home will start rolling out to users outside of the U.S. on Tuesday, Facebook's head of mobile engineering Cory Ondrejka revealed at ATD's Dive Into Mobile conference.

Furthermore, Ondrejka said that the first update to Facebook Home is coming in the "second week of May." No details about the new version were given.

The new Facebook-centric UI for Android phones became available in the U.S. last week.

It is currently available for four Android smartphones: the HTC One X, HTC One X+, the Samsung Galaxy S III and the Samsung Galaxy Note II.

Facebook Home will also be available for Samsung Galaxy S 4 and HTC One in the future, and it comes standard on the HTC First device, which will be available internationally later this year.

Kevin Ware Tweets the Most Inspiring Pic You'll See Today

Got a case of the Mondays there, dear reader? Here's a photo that should put things in perspective.

Surely you remember Kevin Ware, the University of Louisville guard who became a March Madness icon two weeks ago after essentially snapping his right leg in half during a national quarterfinal game against Duke. His story largely played out on social media, where he became a force of inspiration.

Ware's been active on Twitter since the injury, gaining more than 100,000 followers in the process while becoming a national household name. He's posted messages of congratulations to his national champion teammates, corresponded with celebrities and expressed his determination to come back from the gruesome injury.

On Monday morning, however, he upped the inspiration ante by posting this pic of himself and his heavily bandaged right leg working out on an exercise bike:

That's a pretty incredible photo if you recall that, just sixteen days ago, Ware had a massive bone sticking out of that very same leg as he writhed in pain on the ground and his horrified teammates sobbed on the court.

So there you go. It may be Monday, your boss may be a jerk, the coffee may be cold and your inbox may be totally overwhelming — but take a look at Ware's pic and know that you, too, can endure and conquer this day.
