If you've missed the news on PRISM and the hugely disconcerting allegations that the NSA is basically tracking everything you do on the internet and every call you make on your cellphone, we're guessing that's because you're stuck in a cave that has access to neither technology. The allegations are incredibly troubling to say the least, and President Obama this afternoon took the time to address them -- albeit briefly. For one thing, he clarified that "nobody is listening to your phone calls," indicating that people are looking at metadata about those calls (destinations, length, etc.) rather than the calls themselves. Additionally, he clarified the internet side of the program thusly: "Internet monitoring is only for those outside United States; we have to balance keeping America safe with privacy concerns." That's great for Americans, but perhaps a bit troubling for everyone else.

This more or less echoes the statements made yesterday by James Clapper, Director of National Intelligence. President Obama also reminded that this program predates his taking office, and that he himself was skeptical but has come around to the program, stating that this is something "Americans should feel comfortable about." Obama ordered cyber attack target list to be created

President Obama hasn't been shy about engaging the public and other nations on digital issues, and that includes the idea of cyber warfare. While his administration has been pretty aggressive in building up our cyber defenses, our offensive capabilities have remained somewhat more mysterious. According to a leaked document obtained by the Guardian, the White House has made moves to seriously step up its digital arsenal. In fact, it appears that a Presidential Policy Directive issued in October (though, never released for public consumption) ordered that a list of over-seas targets be drawn up for potential future offensives. Offensive Cyber Effects Operations (or OCEOs) are cited in the directive as having "unique and unconventional capabilities to advance US national objectives around the world." It then goes on to say that the government will, "identify potential targets of national importance where OCEO can offer a favorable balance of effectiveness and risk as compared with other instruments of national power."

The more aggressive approach to battling foreign nations through the internet is likely to raise concerns in certain circles about the weaponization of the web. Of course, such fears about militarization aren't completely unwarranted. But with countries like China posing serious digital threats, government officials will likely see the moves as necessary. The document also says that any operations must abide by US and international law, though, we doubt any suggestions that our government blatantly ignore such rules would ever be put down on paper. The leak of the document follows hot on the heels of the growing PRISM scandal, which has put the nations digital policies front and center in the public's mind.

‘Michelle Obama of China’ Will Not Meet Michelle Obama

"Michelle Obama of China" Peng Liyuan will not be meeting real Michelle Obama during her weekend at "Camp David of the West" Rancho Mirage. (She and husband Xi Jinping are probably chilling with Barack Obama in southern California as we speak.) This is either a thoughtless snub, a shrewdly calculated snub, or evidence that MObama "is just really busy" because Sasha and Malia are about to start summer vacation.

Foreign Policy's Isaac Stone Fish points out that Peng Liyuan's career as a Chinese military propaganda singer means she is a high-ranking member of the People's Liberation Army, and thus a more polarizing figure than you would usually find in a MObama meet-and-greet. (Peng sang in praise of the Chinese military in Tiananmen Square after the 1989 crackdown.) Nonetheless, the Chinese are expected to be "disappointed" by MObama's absence, in part because she is a popular figure in China, too. Commentators like to point to Peng Liyuan and her daughter as emblems of modern Chinese femininity. Michelle and her daughters are often held up for comparison, the New York Times explains,

Will we at least get to see some Chinese First Lady outfits? Before arriving in California, Peng and Xi toured Latin America. Above, outfits Peng wore in Mexico and Costa Rica. (Peplum!) Unfortunately, Peng is not so good at posing to maximize outfit exposure — perhaps because nations that lack free speech have relatively weak paparazzi corps.

Republicans Urge Obama to Label Boston Suspect 'Enemy Combatant'

Senator Lindsey Graham (R-S.C.) posted a statement to Facebook Saturday morning urging the Obama administration to consider labeling Dzhokhar Tsarnaev, the second suspect in the Boston bombings who was apprehended alive Friday night, an enemy combatant. Sen. John McCain (R-Ariz.), Sen. Kelly Ayotte (R-N.H.) and Rep. Peter King (R-N.Y.) joined Graham's statement.

Tsarnaev became a naturalized American citizen on Sept. 11 of last year.

Declaring him an enemy combatant would allow the government to interrogate him for intelligence beyond the degree allowed under normal circumstances. It would also move his case out of the domestic American legal justice system and most likely into a military tribunal.

"We should be focused on gathering intelligence from this suspect right now that can help our nation understand how this attack occurred and what may follow in the future," reads the lawmakers' statement. "That should be our focus, not a future domestic criminal trial that may take years to complete."

U.S. Attorney General Carmen Ortiz has already said that prosecutors opted for a public safety exemption which allows them to delay reading Tsarnaev his Miranda rights. Graham and the other lawmakers don't believe that to be the proper course of action.

" . . . We have concerns that limiting this investigation to 48 hours and exclusively relying on the public safety exception to Miranda, could very well be a national security mistake," reads the statement. "It could severely limit our ability to gather critical information about future attacks from this suspect."

Graham's statement echoed his previous comments made via Twitter Friday night as Tsarnaev was being confronted by police:

Graham continued his arguments after Tsarnaev was taken into custody, arguing that labeling Tsarnaev an enemy combatant would be legal and that he could provide evidence which may stop some hypothetical upcoming attack:

Critics immediately attacked Graham's statements, arguing that labeling Tsarnaev an enemy combatant would violate his constitutional rights:

Several columnists have also argued against law enforcement's comparatively less controversial decision to delay reading Tsarnaev his Miranda rights. "But the next time you read about an abusive interrogation, or a wrongful conviction that resulted from a false confession, think about why we have Miranda in the first place. It’s to stop law enforcement authorities from committing abuses," wrote Emily Bazelon for Slate in a piece that's quickly circulating around Twitter Saturday morning.

Obama Addresses the Nation Following Boston Blasts

President Obama will address the nation at approximately 6:00 p.m. ET Monday, following at least two deadly blasts in Boston that seemed to target the Boston Marathon. You can watch live, above.

Obama has already been in touch with FBI Director Robert Mueller, Department of Homeland Security Secretary Janet Napolitano and several Massachusetts elected officials and law enforcement. He has promised Massachusetts the full support of national law enforcement and investigators.

Obama Unveils Bold Plan to Map the Human Brain

President Barack Obama on Tuesday unveiled an intrepid plan to develop tools that can better map the human brain, furthering scientists' understanding of how it works and how it can be healed when damaged. The Brain Research through Advancing Innovative Neurotechnologies initiative, or BRAIN, will begin with a $100 million investment in Obama's 2014 budget.

The White House is hopeful that BRAIN will result in the development of neural imaging technologies that will give scientists an unprecedented look at how different sections of the human brain interact in real-time speeds, potentially paving the pay for treatments for debilitating disorders such as Alzheimer’s and epilepsy.

"These technologies will open new doors to explore how the brain records, processes, uses, stores, and retrieves vast quantities of information, and shed light on the complex links between brain function and behavior," reads a White House press release on the BRAIN initiative.

During a White House event revealing the BRAIN project, Obama made the case that the program would provide an economic return on the government's investment and maintain America's status as a leader of global innovation.

"The most powerful computer in the world isn't nearly as intuitive as the one we're born with," said Obama.

House Majority Leader Eric Cantor (R-Va.) announced his support for the BRAIN initiative through his communications director:

Three federal agencies will be at the forefront of the BRAIN initiative: The National Institutes of Health, the Defense Advanced Research Projects Agency, and the National Science Foundation. DARPA, the Department of Defense's advanced research wing, is particularly interested in technology which could help doctors treat post-traumatic stress, brain injury, and memory loss — all of which can take a toll on soldiers' health.

Top academic leaders, including Dr. Cornelia Bargmann of The Rockefeller University and Dr. William Newsome of Stanford University, will guide the program. Obama will also ask a bioethics commission to explore any ethical issues raised by the BRAIN research.

The BRAIN initiative recalls the Human Genome Project, a 13-year U.S. Department of Energy-backed project begun in 1990 to identify and map human DNA structure.
