EU officially caps roaming charges across Europe, makes data 36 percent cheaper and teases further cuts

Starting today, anyone hopping between EU member countries with their smartphone will see roaming charge caps substantially cut across networks and services. As promised by the EU Commission's VP Neelie Kroes last week, new price caps will drop call charges by "at least 17 percent," while receiving calls are reduced by 12 percent per minute starting today. Text message costs are down 11 percent, while (perhaps most importantly) data charges across networks in Europe have been cut by 36 percent, down to 45 Euro cents per MB -- 91 percent cheaper than they were in 2007.

The commission says it has managed achieve price reductions of over 80 percent across mobile services in the last six years, but it isn't done there. Further price caps are promised for the same time next year too, as you can see after the break, with roaming data charges set to be further halved (down to 20 cents) by July 2014, with voice calls and text charges also seeing further, admittedly less substantial, reductions. Now, let's see how the EU fares on those ridding the old country of throttled data speeds.

EU officially caps roaming charges across Europe, makes data 36 percent cheaper and teases further cuts

Show full PR textNew lower price caps for mobile roaming from 1 July: data 36% cheaper; roaming in Croatia 15 times cheaper

From 1 July 2013, the European Union's Roaming Regulation will lower the price caps for data downloads by 36%, making it much cheaper to use maps, watch videos, check emails and update social networks while travelling across the EU. Data roaming will now be up to 91% cheaper in 2013 compared to 2007. During this period the volume of the data roaming market has grown 630%. These two trends mean both consumers and mobile operators have significant new opportunities thanks to EU efforts.

The EU has achieved retail price reductions across calls, SMS and data of over 80% since 2007.

Each year, Europeans make several million visits to Croatia, which joins the EU on 1 July. This year visitors to Croatia will enjoy spectacular savings as the cost for data decreases almost 15 times and sending a SMS or making a phone call elsewhere in the EU will be 10 times cheaper.

Commission Vice President Neelie Kroes said: "The EU has to be relevant to people's lives. The latest price cuts put more money in your pocket for summer, and are a critical step towards getting rid of these premiums once and for all. This is good for both consumers and companies, because it takes fear out of the market, and it grows the market.

The new prices caps, which enter into force on 1st July 2013, are:

Downloading data or browsing the Internet - 45 cents / Megabyte (MB) (charged per Kilobyte used) + VAT. (36% reduction compared to 2012)
Making calls - 24 cents / minute + VAT (17% reduction compared to 2012)
Receiving a call - 7 cents / minute + VAT (12.5% reduction compared to 2012)
Sending a text message - 8 cents + VAT (11% reduction compared to 2012)
Operators are free to offer cheaper rates, and some have already begun to remove roaming premiums altogether for voice and SMS, or offer a roaming-free area region across one section of Europe or another.

Nokia to stream its New York Lumia event, teases 41 million reasons they're probably pixels

For anyone that won't be attending Nokia's incoming New York event, you won't have to sit in silence until the news breaks, because the entire event will be streamed from Nokia's own Conversations site. There's nothing going on at the link yet, but you can at least bookmark it for now and we'll be there in person to report on all the important announcements, presumably including a photo-loving, zoom-reinventing new Windows Phone.

Sony teases new smartwatch announcement for next week,

Sony's got us waiting on a super-sized Xperia smartphone, but it could have a new wearable to show Mobile Asia Expo attendees in Shanghai next week. In recent days, its Sony Xperia account has been tweeting cryptically about its existing Smartwatch, the demand for smart devices and (well, it is Sony) the company's portable tech heritage. Sony is set to host a Shanghai-based media event on Tuesday next week, and we'll be there to cover it.

SoftKinetic previews its embedded 3D depth camera at Computex 2013 video

At Intel's Computex keynote earlier today, the chip maker teased that it expects embedded 3D depth cameras to arrive on devices in the second half of 2014. Luckily, we got an exclusive early taste of the technology shortly after the event, courtesy of SoftKinetic. This Belgian company not only licenses its close-range gesture tracking middleware to Intel, but it also manufactures time-of-flight 3D depth cameras -- including Creative's upcoming Senz3D -- in partnership with South Korea-based Namuga. Read on to see how we coped with this futuristic piece of kit, plus we have a video ready for your amusement. SoftKinetic embedded 3D depth camera prototype hands-on See all photos 21 Photos

What we were shown at SoftKinetic's private show room was its tiny DS530 short-range depth module, which measures just 7cm by 1.2cm -- small enough to fit into the screen bezel of a laptop. Like its larger siblings, this kit uses eye-safe diffused laser illumination to detect object depth, albeit over a shorter range as it's designed for tablets and laptops. The usual RGB image sensor is missing here, but the circuit board does come with an expansion port for manufacturers to plug in a webcam module.

SoftKinetic teases embedded 3D depth camera, coming to Intel devices next year handson

During our brief hands-on time, we got to try a DS530 that was already embedded into a laptop. While the company reps repeatedly stressed that the product was still in its early days, we didn't have too much trouble with its static gesture recognition -- it could identify up to two hands individually plus their fingertips, though it did stop working when we crossed our hands over.

Another demo we came across was a 3D spaceship flight simulator, which changes the perspective and size of the spaceship according to our head's position. This is akin to using a parallax 3D display, but without having to find the viewing sweet spot or sacrifice display quality. Again, since this was a prototype, there were times when the 3D spaceship got stuck momentarily, but this should be fixed well before us mere mortals get hold of the sensor.

Overall, we were left rather impressed with where SoftKinetic's upcoming module is at today, so we look forward to take another pulse check at some point next year (maybe at CES?). Until then, hopefully we'll see even more developers jump on board Intel's perceptual computing bandwagon.

Mat Smith contributed to this report.

On this quiet Monday, Samsung decided to do a little teaser for its upcoming "Premiere 2013" roadshow event in London on June 20th. The above poster only mentions "Galaxy & ATIV," which suggest the event will mainly feature Android and Windows-based devices. The remaining tiles show partial shots of three mysterious devices -- possibly a tablet or phone, a convertible laptop (à la Sony VAIO Duo 11) and a camera (maybe the rumored Galaxy S 4 Zoom?). Obviously, we'll be at the event to solve this mystery, so stay tuned for more.
